Ustaad Bhagat Singh features Sreeleela and Raashii Khanna as the female leads. Parthiban plays the antagonist, while KS Ravikumar, Gowtami, and Rao Ramesh appear in supporting roles. The film is produced by Mythri Movie Makers, with music composed by DSP and Thaman.
